Landlord Inspections

 

NEW HUD REGULATION FOR ALL LANDLORDS

Per the federal regulations, HUD-assisted rental properties, including Section 8, must not contain unvented room heaters that burn gas, oil, or kerosene. Electric heaters are acceptable.

Failure to comply with this regulation will result in failed initial or annual HQS inspections.

This regulation may be found in 24 CFR 982.401.

 

Carbon Monixide Dextectors

This notice clarifies that HUD will enforce the requirements instituted by Congress requiring that all Housing Choice Voucher (HCV) units comply with the International Fire Code (IFC) 2018 standards on the installation of Carbon Monixice (CO) alarms or detectors by December 27, 2022.  HUD Notice - Carbon Monixide Detectors 


NEW INSPECTION PROCEDURES

Decatur Housing Authority (DHA) has outsourced Section 8 Housing Choice Voucher Program Housing Quality Standards (HQS) annual inspections. Housing Inspectors employed by McCright and Associates will perform annual HQS inspections beginning September 1, 2021. DHA inspectors will not conduct annual HQS inspections. DHA inspectors will conduct initial inspections, special inspections, and quality control inspections.


Move-In Inspections

Move-in inspections will be conducted by a DHA Inspector as long as the tenant has not moved into the unit. The inspector will contact the owner the day before the inspection and prior to entering the unit, to confirm that the owner, manager, or representative to be present during the inspection is not experiencing flu-like symptoms. The inspection will be rescheduled if the owner, manager, or representative is not well.

Families transferring to new units and families porting to DHA's jurisdiction must not move into the unit before the unit passes the initial inspection.
