The Housing Authority of the City of Decatur, Georgia (DHA) is seeking a Low Income Housing Tax Credits (LIHTC) Investor and Construction Lender for the second phase of the development of Village at Legacy. This project is a key element in the Authority's mission of developing and maintaining high-quality affordable housing within the City of Decatur. On October 27, 2023, DHA received an award of Federal and State 9% Low Income Housing Tax Credits (LIHTC) in the amount of $1,225,000 for the development of the proposed project from Georgia Department of Community Affairs (DCA).

  • Envelope must be marked with the proposer's name, the date and time, for receipt of proposal.
  • All proposals submitted by mail will be collected at the above-mentioned address at 8:30am, local time, on the day mentioned above and held unopened at the office of the housing Authority until 1:00pm, at which time all bids will be publicly opened and read aloud. 
  • If your bid is not received by 1:00pm, your bid will not be accepted. Please allow plenty of time for traffic.

PROJECT SCOPE:

  • The work will include Site and Building Construction of 66 residential units (four apartment buildings) and site amenities (utilities, parking, pavilion, etc.).

BID DOCUMENTS:

  • Proposal Documents, including Qualification Requirements, Bid Instructions, Drawings, and Project Manual are on file electronically with the Architect, PRAXIS3,via their secure website, RoundhousePM.

RFIs:

PRE-PROPOSAL CONFERENCE

  • The Authority recommends all interested vendors to attend a Pre-Proposal Conference meeting being held on:
  • Thursday, March 21, 2024 at 10:30 am EST at the Decatur Housing office 511 West Trinity Ave, Decatur, GA 30030.
  • This meeting will be a chance to ask questions about the bid process, plans, or scope of work. There is street parking in front of the building on West Trinity.

BID BOND:

  • A certified check or bank draft, payable to the Housing Authority of the City of Decatur, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid must be submitted with each bid. The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond or bonds. All bonds must be signed by a Georgia Resident or Resident Agent.
  • NOTE: THE SURETY SHALL BE ACCEPTABLE TO THE HOUSING AUTHORITY AND SHALL BE CURRENTLY LISTED AS AN APPROVED SURETY IN THE U.S. TREASURY DEPARTMENT CIRCULAR NUMBER 570 TO ACT AS SURETY ON BONDS SECURING GOVERNMENT CONTRACTS. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

LICENSING:

  • Contractor shall be licensed in accordance with the laws of the State of Georgia.
  • Proof of licensure will be required on the outside of the Bid Envelope before bid will be considered.
  • Subcontractors whose contracts exceed $50,000.00 must also be licensed according to the State of Georgia Law and show proof thereof.
  • Additional sustainable construction qualification information will be requested of the bidders.
  • Detailed requirements will be outlined in the bid package.
  • Multi-family Housing and Sustainable construction project experience will be requested from the bidders and considered with the bids.
  • Note: Bidders are advised that any misrepresentation of information contained in the bid package for previous work performed or negative information received by the Housing Authority concerning past work performance will be grounds for rejecting said bid proposal.

QUALIFICATIONS:

  • Any bidder who does not meet the qualifications requirements will not have their bid considered.

BID REFUSAL:

  • The Housing Authority of the City of Decatur reserves the right to reject any or all bids or to waive any informality in the bidding. No proposals may be withdrawn for a period of sixty (60) days after the receipt of the proposal without the consent of the Housing Authority.

BID HOLDING PERIOD:

  • Bids may be held by the Housing Authority for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract. Any successful bidder who withdraws their bid for any reason within the 60-day period will forfeit the five percent (5%) bid bond.

Most of our service contracts are held for a minimum of one year with four (4) annual renewals up to a total of a five (5) year contract.

If your company is selected to perform any service for our Agency you must be able to provide the following documents:

2) Current Certificate of Insurance listing Decatur Housing Authority as the certificate holder.

3) Current Business License.
