NEW! Request for Proposal - Village at Legacy - PH I

The Housing Authority of the City of Decatur, GA will receive bids for the Village at Legacy - Phase I project. The work will include the Demolition, New Construction of Seven Residential Buildings - Sixty-Six Units, a Community Resource Center, and site amenities.

Bids are due Friday, March 3, 2023, at 1:00 pm EST; delivered as sealed bids to the Housing Authority of the City of Decatur, GA corporate office at 750 Commerce Drive, Suite 400, Decatur, GA 30030. Proposals should be addressed to the Housing Authority of the City of Decatur, GA, ATTN: Lawton Jones, Technical Services Director, and should be plainly marked as "Village at Legacy - Phase 1 General Contracting," with the proposer's name, the date and time, for receipt of the proposal. All proposals submitted by mail will be collected at the address mentioned above at 9:30 am, local time, on the day mentioned above and held unopened at the office of the housing Authority until 1:00 pm. At that time, all bids will be publicly opened and read aloud.  If your proposal is not received by 1:00 pm, your proposal will not be accepted.  Please allow plenty of time for traffic. 

Faxed Proposals are not acceptable.

DHA recommends all interested General Contractors attend a Pre-Proposal Conference meeting to familiarize themselves with the existing conditions, demolition, construction plan, the City of Decatur requirements, Department of Community Affairs requirements, Davis Bacon, and more.  This meeting will be held on being held on Wednesday, February 15, 2023, at 1:30 pm EST at the Oliver House Community Room, 1450 Commerce Drive, Decatur, GA 30030.

Proposal Documents, including Qualification Requirements, Bid Instructions, Drawings, and Project Manual are on file electronically with the Architect, PRAXIS3, via their secure website, RoundhousePM.  Hard copies are not available from the Architect or Housing Authority.  Contact Sarah Butler at PRAXIS3 Architecture with any questions about using RoundhousePM.

All Requests for Information (RFI) about the documents must be submitted to PRAXIS3 via RoundhousePM.  RFI will be accepted until Wednesday, February 22, 2023, at 5:pm EST.

The contractor shall be licensed in accordance with the laws of the State of Georgia. Proof of licensure will be required on the outside of the Bid Envelope before the bid will be considered. Subcontractors whose contracts exceed $50,000.00 must also be licensed according to the State of Georgia Law and show proof thereof. Additional sustainable construction qualification information will be requested of the bidders. Detailed requirements will be outlined in the bid package. Multi-family Rehabilitation and Sustainable construction project experience will be requested from the bidders and considered with the bids.

The Housing Authority of the City of Decatur, GA, reserves the right to reject any or all proposals and to waive any irregularities or informalities in the proposals. No proposals may be withdrawn for a period of sixty(60) days after the receipt of the proposal without the consent of the housing authority.

The Firms submitting proposals or being considered for this project shall be licensed to perform such work by the State of GA in which the work is to be performed and shall submit evidence of such license before his/her proposal may be opened or considered.
