We are seeking a Vice President of Property Operations-not just a "super property manager," but a strategic leader who can inspire and elevate a team of extraordinary property managers. This role is about setting a new standard for operational excellence, driving performance, and positioning our portfolio for continued growth and innovation.
Position Overview
The Vice President of Property Operations is a key executive leader responsible for the strategic oversight, operational performance, and long-term success of Decatur Housing's (DH) residential portfolio. This portfolio includes a blend of assisted and non-assisted housing communities-spanning HUD and LIHTC-financed developments-and represents the foundation of DH's mission to deliver high-quality, attainable housing throughout the City of Decatur.
Reporting directly to the Chief Operations Officer and working closely with the Finance Director, this role leads and aligns cross-functional teams across property management, maintenance, leasing, and resident services. The Vice President ensures day-to-day excellence while building scalable systems that drive resident satisfaction, financial strength, and regulatory compliance.
This results-oriented leader brings deep operational expertise and a forward-thinking approach to property management, positioning Decatur Housing as a model for modern attainable housing. With a focus on performance, accountability, and community impact, the VP plays a critical role in advancing DH's strategic goals-including new development and redevelopment initiatives, pre-development consulting, and owner representation.
Key responsibilities include:
- Provide strategic leadership and daily oversight of a portfolio of affordable and mixed-income communities, ensuring operational excellence in property management, customer service, leasing, marketing, maintenance, and compliance.
- Lead and mentor a team of Property Managers and on-site staff, fostering a culture of performance, professionalism, accountability, and continuous improvement.
- Oversee and implement capital improvement strategies, collaborating with internal departments and external partners to meet both short- and long-term asset objectives.
- Ensure strong financial performance through proactive budgeting, forecasting, expense control, rent collection, and adherence to income/expense classifications.
- Drive operational efficiency by implementing best practices, data-driven decision-making, and performance metrics aligned with organizational goals.
- Develop, refine, and enforce policies and procedures to ensure consistent property operations, regulatory compliance, and a high-quality resident experience.
- Collaborate with the Chief Operations Officer to assess market conditions, identify revenue opportunities, and strengthen the competitive positioning of properties.
- Partner with the finance department to ensure timely financial reporting, accurate invoice processing, and clear financial accountability at the property level.
- Oversee resident relations including collections, evictions, complaint resolution, and Fair Housing-related matters, ensuring compliance with all applicable laws and policies.
- Ensure compliance with HUD, LIHTC, Section 8, and other federal, state, and local regulations, including timely and accurate certifications, recertifications, and file audits.
- Conduct regular property visits, inspections, and audits to monitor performance, identify risks, and uphold operational and regulatory standards.
- Oversee vendor management, including bid solicitation, contract negotiation, and use of preferred vendors to align with budget and quality expectations.
- Collaborate with the Facilities and Capital Projects teams on large-scale renovations, value-add initiatives, and construction projects exceeding $10,000.
- Approve and monitor site-level purchasing, ensuring adherence to budgetary controls and purchasing protocols.
- Hire, onboard, supervise, and support site staff, ensuring proper training, scheduling, performance evaluation, and timekeeping.
- Step in as a hands-on leader to provide property-level support and ensure continuity during staffing or operational gaps.
- Maintain strong relationships with property owners, residents, regulatory agencies, and key stakeholders to support transparency, accountability, and collaboration.
- Manage incident reporting, legal documentation, and litigation support, ensuring appropriate escalation and resolution.
- Lead marketing and leasing strategies in accordance with Affirmative Fair Housing Marketing Plans and industry best practices to improve leasing velocity and occupancy.
- Support new development and acquisition projects through operational planning, pre-development consulting, and due diligence.
- Perform other executive-level duties as assigned to advance the mission, sustainability, and strategic goals of Decatur Housing.

Leadership and Strategic Focus
- Champion a culture of accountability, collaboration, and continuous improvement.
- Identify and pursue opportunities for programmatic expansion, operational innovation, and cross-sector partnerships.
- Serve as a senior advisor to the Chief Operations Officer and Chief Executive Officer on matters of operational efficiency, property performance, and long-term planning.
Qualifications
- Bachelor's degree in business administration, public administration, real estate, or a related field (advanced degree preferred).
- Minimum of 8 years of progressive leadership in multifamily property management, with at least 2 years in a senior or executive role.
- Strong knowledge of affordable housing programs, especially mixed-income/mixed-finance communities, LIHTC, PBV, PBRA, and HUD compliance and regulations.
- A strong administrator with a proven track record of leading teams, improving operational performance, and managing complex portfolios.
- Demonstrated experience in budgeting, compliance, team development, and stakeholder engagement.
- Property Management and LIHTC certifications are required or must be obtained within six (6) months of hire.
- Experience in affordable/attainable housing and private market management is highly desirable.

Other Requirements
- Valid State of Georgia Driver's License and insurability under DHA's vehicle insurance.
- Ability to travel between properties and attend external meetings as required.
- Must be bondable under the Authority's policy.
- This position is required to work in an office setting that is generally accessible to the mobility and sensory impaired.
- Must have the ability to utilize standard office equipment and access files and documents, and the ability to lift up to 20 pounds.
- Must be able to work while seated for extended periods of time.
