Allen Wilson Terrace Redevelopment - Phase I

Unlike many larger public housing projects, DHA's 200 unit Allen Wilson Terrace project did not fit the typical HOPE VI profile. Early in planning the first phase of the redevelopment, the Authority settled on a unique combination of a little-used HUD program - CFFP - Capital Fund Finance Program to secure tax-exempt bonds together with 4% LIHTC. Other dollars would come from HUD Capital Funds, DHA's reserves, AHP grant, an ARRA grant, and a CDBG grant, together with the developer fee earned by a subsidiary of DHA and DHA unrestricted reserves.
